Marking a historic milestone since its return to the motherland, Hong Kong Special Administrative Region (HKSAR) Chief Executive John Lee Ka-chiu unveiled the city’s first-ever Five-Year Economic and Social Development Plan (2026–2030) alongside the 2026 Policy Address at the Legislative Council. The blue-bound Five-Year Plan establishes a long-term strategic and directional framework for economic and social growth, while the companion green Policy Address serves as the operational roadmap detailing annual milestones, policy priorities, and responsive governance adjustments. Formulated through extensive public engagement—including more than 100 consultation sessions and the AI-assisted analysis of over 28,000 public submissions—the cohesive dual blueprint aims to navigate evolving external landscapes and drive stable, forward-looking progress for the region.
