Francisco Cafiero, former Secretary of State for International Relations at the Argentine Ministry of Defense, closely follows China and views it not only as a major country but also as a crucial player in global affairs. Having been interested in Chinese culture for years, Cafiero aspires to gain a deeper understanding of China’s culture, politics, and history.
As a representative of the Argentine government, Cafiero personally attended the signing ceremony of the Belt and Road cooperation memorandum of understanding, experiencing firsthand the opportunities this initiative offers to Latin American countries. He particularly highlights the Chancay Port project in Peru, emphasizing that thanks to the Belt and Road Initiative, the port has grown into one of the largest ports along Latin America’s Pacific coast.
