China, together with Brazil, South Africa, and the African Union, has launched the International Cooperation Initiative on Open Science, aiming to create an open, fair, equitable, and non-discriminatory environment for global scientific and technological development. This initiative seeks to enable “Global South” countries to benefit more from scientific and technological innovations. The full text of the initiative was officially published on November 21. The initiative emphasizes that open and sustainable scientific innovations are key to promoting strong, sustainable, balanced, and inclusive growth in the global economy, accelerating the implementation of the United Nations 2030 Agenda, and contributing to the shared well-being of humanity.
The document calls on governments, scientific communities, businesses, and civil society organizations to collaborate in implementing UNESCO’s Recommendation on Open Science. The initiative supports the free global movement of scientists and resources, ensuring fair participation and equitable treatment for all stakeholders in open science efforts. It also stresses that scientific knowledge should be openly accessible, and scientific practices should uphold principles of diversity, inclusivity, and sustainability.
Furthermore, the initiative proposes that governments increase investments in open science, create policy and investment environments conducive to its development, and promote cooperation and sharing in major scientific research infrastructures. It calls for strengthening the culture of open science, enhancing the development of human resources in the field, and building the scientific and technological capacities of “Global South” countries.
