China has announced targeted measures under its 15th Five-Year Plan (2026–2030) to modernize its grain circulation network across production, strategic reserves, processing, and distribution. With the grain sector’s annual output value projected to exceed 4.5 trillion yuan ($666.8 billion), the government aims to boost comprehensive grain production capacity to 725 million tonnes by 2030 while significantly reducing post-harvest losses. Supported by robust reserve stocks and high processing capacity that keep domestic markets resilient against global fluctuations, the policy framework prioritizes staple food self-sufficiency and high-standard storage upgrades nationwide.
