Chinese Premier Li Qiang said that BRICS should take a leading role in reforming global governance, during the plenary session titled “Peace and Security and Global Governance Reform” at the 17th BRICS Summit held in Rio de Janeiro. He emphasized that BRICS countries need to actively safeguard world peace and promote the peaceful resolution of conflicts.
Premier Li noted that amid weakening international systems and rising global challenges, Chinese President Xi Jinping’s vision for global governance — based on “consultation, joint contribution, and shared benefits” — is gaining increasing importance. He stated that as leaders of the Global South, BRICS nations should maintain their independence, shoulder responsibilities, seize development opportunities, and deepen cooperation in emerging industries.
Li also announced that China will establish a new research center for BRICS countries focused on new productive forces and will launch a BRICS scholarship program to support talent development in industries such as manufacturing and telecommunications. He called on BRICS countries to encourage intercultural dialogue and adopt a more inclusive approach to harmonious coexistence among civilizations. “China is ready to work with its BRICS partners to build a more just, equitable, and orderly global governance system,” Li said. The meeting concluded with the adoption of the “Rio de Janeiro Declaration” of the 17th BRICS Summit.
