The “Belt and Road” International Forum on Legal Services opened on March 30 in Xiamen, Fujian Province, China. Chen Wenqing, a member of the Political Bureau of the CPC Central Committee and Secretary of the Central Political and Legal Affairs Commission, attended the opening ceremony and delivered a speech.
In his speech, Chen Wenqing emphasized that President Xi Jinping’s “Belt and Road” initiative is fundamentally aimed at creating a “road to happiness” that benefits countries and brings prosperity to the world. The “Belt and Road”, as a broad platform connecting more than 150 countries, regards the rule of law as both a crucial aspect of strengthening international cooperation and a solid guarantee for shared development. In recent years, China has deepened international legal and judicial cooperation by actively joining relevant international conventions, developing new collaboration mechanisms between Chinese and foreign law firms, establishing international commercial courts, and initiating pilot programs for international commercial arbitration centers. These efforts provide strong legal support for the high-quality development of the “Belt and Road.”
Chen Wenqing stated that China is willing to work with all parties to jointly formulate rules, strengthen alignment between laws, policies, standards, and regulations, and build a “road of rules.” He also highlighted the importance of cooperation in legal services, including law firms, arbitration, and commercial mediation, as well as establishing mechanisms for law enforcement collaboration, judicial assistance, legal service coordination, cross-border dispute resolution, and legal talent development. Additionally, he emphasized the need to create a broader platform for multilateral cooperation, providing stronger legal guarantees for the continued prosperity and expansion of the “Belt and Road.”
