China has unveiled its 15th Five-Year Plan (2026–2030) for the intelligent connected new energy vehicle (ICNEV) sector, charting a strategic roadmap toward green mobility and industrial upgrading. The blueprint targets an average energy consumption of 11.5 kWh/100 km for battery electric passenger cars by 2030, alongside achieving a 70% market share in new passenger vehicle sales and 40% in commercial vehicles. Supported by major cost efficiencies—with EV charging costs estimated at roughly one-fifth of conventional fuel expenses—the initiative focuses on advancing core battery tech, charging and swapping networks, vehicle-road-cloud integration, and full-lifecycle carbon reduction to fulfill China’s 2030 carbon peaking commitment.
